If the traveler can’t live without their weed for the time they’re in Bali, then Indonesia is not the country for them to vacation in. Go to Thailand instead or stay at home.
Not sure I would want to run the risk of declaring something that I already know or ought to know is strictly prohibited without exception. You’d just be opening yourself up to a potential world of unnecessary pain and possible legal dilemmas. The confiscation of the weed would be the least of the worries.
Australia has a medicinal cannabis program, Indonesia does not and frowns upon it. That may change one day but for now, it’s not worth the risk.
